Picture messages, group texts and voice notes (called MMS) need mobile data turned on, even when your phone is connected to Wi-Fi. This is the most common cause.
Steps
Turn on mobile data: swipe down from the top and check the Mobile data tile, or go to Settings → Network & internet → Mobile network → Mobile data. Make sure your plan includes data.
Turn off RCS: Google Messages → ⋮ → Settings → RCS chats / Chat features → off.
Restart your phone and try again.
Update Google Messages: Kosher Qin Phone app → Updates tab → swipe down → update.
Check Parental Controls: if a parent turned off picture or video messages (Kosher Qin Phone app → ☰ → Parental Controls), that’s expected.
If nothing changed, try the steps in My phone has no service.
If Google Messages still isn’t working, install Messages Plus from your app store and try it.
On Verizon’s network?

Some limits are normal
Received pictures can look blurry, and long videos or very large group messages may not send. These are normal limits of picture messaging set by carriers. See Texting limits that are normal.
